Aims and Objectives:

The main purpose of this department is to effectively and efficiently plan, manage, coordinate and control the financial and accounting functions of the Municipality in conformity with the Financial Policies, Regulations, Credit Control Policy and Financial and IT Systems, Council Resolutions and legislative requirements to contribute and achieve to the overall vision, mission and strategic objectives and long term planning of the Council

The department consists of the following sections:

  1. Finance Section
  • Custodianship and accountability to all Council finances.
  • Ensure efficient and effective accounting of income, control of expenditures, accuracy and integrity of financial information.
  • Ensure that Council’s assets are adequately insured.
  • Compilation of the annual budget and financial statements.
  • Responsible of payment of creditors.
  1. Revenue and Debtors Section
  • Meter readings of the rateable area between the last week of the month and the first week of the following month.
  • Data processing.
  • Billing and dispatching of invoices to ratepayers and consumers.
  • Revenue collection through the effective implementation of the Credit Control Policy to ensure sufficient cash flow.
  • Debtor Administration.
  • Disconnections and reconnections due to non-payments.
  • Debt Collection.
  • Attending to consumer queries.
  • Ensures the effective management of all Council’s revenue with emphasis on control of debtor accounts.
  • Manage, Control and handles receipting.
  • Attending to consumer queries.

3. Stores Section

  • Procurement of assets, goods and services in terms of Public Procurement Act, Act No. 15 of 2015.
  • Contract Management.
  • Asset Administration and Management.
  • Stock Administration and Control.
  • Auctions.

4.Properties Section

  • Manage and maintain valuation roll.
  • Notification of Transfers and issuance of clearance certificates.
  • Responsible for Municipal immovable properties and alienation thereof.
  • Administration of properties and lease agreements.
  • Town Planning Scheme requirements.

5. IT Section

  • Internet and Intranet Connectivity.
  • IT infrastructure security.
  • Software configurations and hardware repairs.
  • Municipal website.
  • General Administration
  • Disaster Recovery
  • Servers and Network Infrastructure Maintenance
  • User Support
